Who We Are
The Birth to 3 Mediation System has been helping parents and county agencies resolve disputes since 1997. The Wisconsin Department of Health Services currently contracts with Jane Burns, Burns Mediation Services, Madison, WI, to implement this statewide mediation system. Jane also administers the Wisconsin Special Education Mediation System.
Jane is responsible for coordinating intake of all cases into the system (talking with parents and county agency representatives by telephone and explaining the process and benefits of mediation), asking screening questions, helping the parties select a mediator, giving support to the mediators, and maintaining system data.
She earned a degree in English Composition from Beloit College, Beloit, WI, and a Graduate Certificate in Dispute Resolution from Marquette University, Milwaukee, WI. She has extensive experience in mediation system case management. Jane is the mother of three children.

Liaison with the Department of Health Services (DHS)
Lori Wittemann works in the Bureau of Long Term Support at DHS and in her role as a liaison with the mediation system works with Jane to review all aspects of the mediation system and keep the design and implementation in line with best practices in the field of dispute resolution and changes at DHS.
